With the increased population the competition for getting a job has also been raised. Government has initiated several programs for those suffering from unemployment so as to make them available with the basic needs for survival.
MGNREGA abhiyan is one of such governments scheme enacted on Aug 25,2005 with the motive to increase the purchasing power of rural people. It was initially named NREGA but later on October2nd 2009 it was renamed as MGNREGA. The scheme was brought up by UPA coalition government. The scheme guarantees employment to rural household whose adult members volunteer unskilled manual work for one hundred days in every financial year.
The scheme has basically two objectives i.e. rural development as well as providing employment. The works must be targeted towards some specific rural development activities like afforestation, water harvesting and conversation, flood control and protection, rural connectivity, etc. The people are employed for specific works like planting trees, levelling lands, construction & repairing of embankments and many more.
But again the program was not that effective. It was criticized with controversy about poor quality of infrastructure, corrupt officials, deficit financing and unintended destructive effects on poor people. Few people were getting the benefits of the scheme. Even after having a huge work demand in India many people are unemployed and dying as they are not able to fulfill their basic needs.
However, The Poorest Areas Civil Society (PACS) the non-government organization came forward in order to increase the reach and effectiveness of MGNREGA. The organization is an initiative of U.K. government with an aim to bring the socially excluded groups in the forefront for International Development. It helps those socially excluded people in claiming their rights, entitlements by promoting governments inclusive programs, policies and institution at all the levels i.e. state, district and local level. The efforts by the organization are expected to result in an increase in registration of socially excluded groups under MGNREGS, timely payments to workers, productive assets and resources, job cards of individuals of socially excluded groups, participation of CBO’s for implementation of the scheme in MGNREGS.
As a large population of India are residing in rural areas. So it is very much important to bring them in forward and develop their living standards. The government even allocates funds and schemes in several places but is not utilized properly. The people living in rural areas don’t even claims as they are not even aware about their rights. They need to be literate and know about their rights and the schemes and programs launched by government.
